New Frozen Ride coming to Epcot in 2016

New Frozen Ride is coming to Epcot in 2016. I am not sure why it is taking so long to make this ride, hopefully visitors will still be interested by then. The ride is called Arendelle and is in the Norway Pavalion replacing the Maelstrom ride. The Maelstrom ride closed in 2014, so why would it take so long to get frozen up and running? What is odd about this choice of locations is the Maelstrom ride was extremely popular and always had a long wait.
